OSHA Published Final Rule For Crane Operators

The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) has recently announced the publication of a consequential final rule. This rule aims to ensure the ongoing safety and well-being of crane operators while simultaneously alleviating unnecessary compliance burdens.

In accordance with this final rule, employers will be obligated to provide necessary training to crane operators, equipping them with the skills and knowledge required to effectively carry out their assigned crane activities. Additionally, employers must evaluate the performance of these operators and diligently document the successful completion of these evaluations.

The final rule, with the exception of the evaluation and documentation provisions, will took effect on December 9, 2018. The requirements pertaining to evaluation and documentation were implemented starting from February 7, 2019.

In addition, the principle mandates that crane operators must attain certification or accreditation and engage in continuous training to stay updated on operating new equipment. Accreditation can be based on either the specific type and capacity of the crane or its category alone. This inclusive approach broadens the pool of eligible testing organizations capable of meeting OSHA's certification application criteria.

The final rule introduces amendments to a 2010 mandate that required crane operator certificates to specify the rated capacity of the cranes they are certified to operate. In accordance with this revised rule, certifications that were previously issued based on the type and capacity of cranes remain valid and compliant.
